I have the honour to acknowledge the receipt of

your Secret Despatch of the 8th ultimo and to inform you that

at the request of His Majesty's Ambassador at Tokio paraphrases of cypher telegrams will in future never be sent to Tokio through the post. The inadequate paraphrasing of the telegrams which gave rise to Sir C. Greene's representation is much regretted.

I propose in future to dispense with the sending of paraphrases of cypher telegrams to any destination except in case of absolute necessity.
